DHA Services

DHA offers a variety of environmental and planning services that can be customized to our clients' needs. These services fall into three primary categories: Environmental Assessment, Contract Planning, and Project Management. Each of these service categories are described below.

Comprehensive Environmental Assessment

Whether it's a small, straightforward residential subdivision, a large-scale commercial or office development, or a complex industrial project, DHA has the expertise and experience to provide detailed and comprehensive environmental review of proposed development or planning documents in accordance with the California Environmental Quality Act (CEQA) and, where required, the National Environmental Policy Act (NEPA). Together with our associates, we possess the technical expertise to perform state-of-the-art environmental analysis in the areas of air quality, health risk assessment, biological resources (including wetland delineations), traffic, historic and archaeological resources, hazardous materials, hydrology, geology, aesthetics and visual simulation, noise, land use, planning, public services, utility systems, and more.

Most of the technical experts we work with have 25 years or more of experience in their fields, enabling us to provide the highest level of technical review. Due to our small size and low overhead, we are able to provide superior service at prices that are substantially lower than our larger counterparts.

Our clients can expect to be guided to the appropriate approach for securing environmental approval in accordance with the requirements of CEQA and/or NEPA, and can depend on the analysis being carried out by highly qualified senior experts. Our clients can rest assured that DHA can perform a robust environmental review of their projects, freeing them to devote more of their efforts to other tasks. DHA provides our clients with the documentation they need to secure environmental approval of a project or plan, presented in easy-to-use formats and written in clear, direct language that will allow decision-makers to understand and be informed by the environmental documentation.

The environmental documents prepared by DHA include:

CEQA:

  • Initial Studies and Negative Declarations (NDs) or Mitigated Negative Declarations (MNDs)
  • Environmental Impact Reports (EIRs)
  • Master EIRs, Program EIRs, Subsequent EIRs, Focused EIRs
  • Addendums to EIRs, Supplemental EIRs
  • Mitigation Monitoring and Reporting Programs (MMRPs)
  • Findings
  • Notices of Preparation (NOPs), Notices of Completion (NOCs), and Notices of Determination (NODs)

NEPA:

  • Environmental Assessments (EAs) and Findings of No Significant Impact (FONSI)
  • Categorical Exclusions
  • Environmental Impact Statements (EISs)
  • Joint EIR/EISs
  • Notices of Availability (NOAs)
  • Records of Decision (RODs)

Municipal Planning Services

As a certified planner, Douglas Herring, AICP, provides contract planning services to cities and counties, allowing DHA clients to stretch their staff resources, reduce backlogs, and move projects through the entitlement process with greater speed. With training as a policy analyst and nearly 30 years of experience reviewing the consistency of proposed developments with general plans and zoning codes, Mr. Herring brings careful scrutiny to each project to ensure that potential conflicts have been identified and appropriate revisions to development plans have been recommended.

DHA's planning services include:

  • processing and reviewing development applications, including subdivision maps
  • architectural design review
  • preparation of staff reports and presentations to planning commissions and city councils
  • processing general plan amendments, zoning text amendments, and variances
  • drafting ordinances and resolutions
  • providing assistance on development of planning documents

Project Management Services

With over 25 years of experience managing project teams and providing overall project coordination, DHA has a proven track record of bringing projects to successful completion. Efficient and responsible project management is a key component to successful implementation of residential and commercial development projects. DHA provides competent monitoring, supervision, and coordination at all phases of project implementation.

DHA can assist in initial project planning and budget development, guide the project through the local entitlement process, and secure necessary permits from resource agencies. Scheduling and budget tracking must be carefully monitored throughout project planning and implementation, with adequate contingencies to accommodate unforeseen hurdles. The skilled project management provided by DHA allows problems to be quickly identified and addressed so that forward momentum of the project is not impaired.

"It is very easy to work with Doug; we worked with him on a number of projects in Hercules, where he was both used as our consultant and by the developer. Doug has the experience to know when to ask the questions. Because Doug works in various jurisdictions he is familiar with all the regulatory documents and how they differ or how they apply but he knows when to ask questions to check if his interpretation is correct. Even just making a quick phone call is the thing that can save you from going down the wrong path and having to change the whole analysis later."

"Being a sole proprietor, Doug can give detailed attention. He instantly understands every project, and he brings in specialists when he needs them. He can give very personal attention to your project. If he is available, he can give you a very good turnaround. Because he is a small shop he really has to pay close attention to his calendar, and is careful to not over-extend himself, which I appreciate. Doug tends to detail, works to provide people with follow-through, and is responsive, which is one of his strong points."
